Juan Carlos Cobo, MD, FACS

JUAN CARLOS COBO, MD, FACS is a board certified general surgeon who has been in private practice in South Orange County since 1984. Dr. Cobo earned his medical degree at the University of California, San Francisco School of Medicine and completed his general surgery training at Harbor-UCLA Medical Center in Torrance. He is a member of the Orange County Medical Association (OCMA), the California Medical Association, and the Southern California Chapter of the American College of Surgeons. Dr. Cobo served as the Orange County Medical Association’s 107th president. He also served as an OCMA delegation member to the California Medical Association’s House of Delegates and spent three terms on the Board of Trustees of the California Medical Association. A CAP member since 1984, Dr. Cobo joined its Board of Directors in 1998, and was elected to the MPT Board of Trustees in 2006. Dr. Cobo was elected to chair the MPT Board of Trustees in 2009.

MEARL NAPONIC, MD
MEARL NAPONIC, MD is a board certified obstetrician and gynecologist practicing in La Mesa. Dr. Naponic serves as assistant clinical professor at the University of California, San Diego School of Medicine and is a member of the San Diego County Medical Society and California Medical Association. A graduate of Temple University School of Medicine, Dr. Naponic began serving on the CAP Board of Directors in 1987, and was a member of its Executive Committee until his election to the MPT Board of Trustees in 1990. Dr. Naponic has been a CAP member since 1976.

OTHELLA T. OWENS, MD
OTHELLA T. OWENS, MD is a board certified otolaryngologist who has maintained a private practice in Los Angeles since 2000. Dr. Owens completed her medical degree at the Medical College of Virginia in Richmond, and her residency at the University of California, Los Angeles (UCLA) Division of Head and Neck Surgery. She is also a Fellow of the American Academy of Otolaryngology-Head and Neck Surgery and the American College of Surgeons, and is a past member of the Los Angeles County Medical Women’s Association. Dr. Owens also serves on the Board of Directors of the Jenesse Center, a domestic violence intervention program, and as an assistant clinical professor at the UCLA Department of Surgery, Division of Head and Neck Surgery. In 1993, Dr. Owens was awarded the national Certificate of Honor from the American Academy of Otolaryngology-Head and Neck Surgery. Dr. Owens became a CAP member in 2007.

ANDREW SEW HOY, MD
ANDREW SEW HOY, MD is a board certified orthopedic surgeon in private practice since 1983. Dr. Sew Hoy currently runs his practice adjacent to the California Hospital Medical Center in downtown Los Angeles. After completing his medical education and residency in New Zealand, Dr. Sew Hoy completed two fellowships in Total Joint Replacement – one at the University of Exeter in the United Kingdom and the other at the University of California, Los Angeles. A CAP member since 1983, Dr. Sew Hoy is a member of the American Academy of Orthopaedic Surgeons, the California Orthopaedic Association, and the Western Orthopaedic Association. He also formerly served as president of the Medical Staff at Orthopaedic Hospital. Dr. Sew Hoy served on the CAP Board of Directors from 2006 to 2009, before being elected to the MPT Board of Trustees in 2009.

CHARLES STEINMANN, MD
CHARLES STEINMANN, MD has been a practicing board certified anesthesiologist since 1977. Currently a staff physician at Hoag Hospital and the Newport Plaza Surgical Center, Dr. Steinmann received his medical degree from the University of California, San Francisco, where he subsequently completed his residency in anesthesiology. Dr. Steinmann completed a fellowship in pain management in Zurich, Switzerland and received the 2001 Award of Excellence from the Southern California Cancer Pain Initiative. During a four-year sabbatical in England, Dr. Steinmann studied for his master’s degree in finance and began work on his M. Phil in Finance at the University of Exeter. A CAP member since 1981, Dr. Steinmann was elected to the MPT Board of Trustees in 2005.

PHILLIP UNGER, MD
PHILLIP UNGER, MD is a board certified Fullerton radiologist, in private practice since 1975. Dr. Unger earned his medical degree from the University of Manitoba, Winnipeg, Canada. He is a Fellow of the Royal College of Physicians in Canada, as well as the American College of Radiology. An active member of the Orange County Medical Association, California Medical Association, American Medical Association, and the American College of Radiology, Dr. Unger also served as 1984/1985 President of the Orange County Radiological Society. Dr. Unger joined the MPT Board of Trustees in 1986 and has been a CAP member since 1978.

GLENN WEISSMAN, MD
GLENN WEISSMAN, MD is a board certified otolaryngologist and head & neck surgeon. He graduated from the Medical College of Pennsylvania in 1976; he did his surgical residency at The Mount Sinai Medical Center in New York, and specialty training at Boston University in Massachusetts. He is an active member of the American Academy of Otolaryngology and the American Academy of Facial Plastics and Reconstructive Surgery. He is past Chief of Surgery at San Gabriel Valley Medical Center, and present Chief of the Department of Otolaryngology at Methodist Hospital. He serves as medical director for the Specialty Surgical Center in Arcadia. In addition to being a CAP Director, Dr. Weissman serves MPT as a member of the Claims Review Committee, the closed Claims Physician Review Committee and he chairs Surgical Peer Review Committees. He also serves as a co-director of CAP Physicians Insurance Agency, Inc., CAP’s insurance subsidiary. He has appointments at The Methodist Hospital in Arcadia, Huntington Memorial Hospital in Pasadena, and The City of Hope National Medical Center in Duarte. Dr. Weissman resides in Bradbury.
